The IPPC special logo is used to identify the wood packaging that meets the IPPC standard, indicating that the wood packaging has been processed in accordance with the IPPC quarantine standard. Since the wooden packaging in international trade involves many types of goods and related enterprises, and the batches are large, it will consume a lot of administrative resources to implement quarantine and issue certificates for each batch of wooden packaging according to conventional quarantine practices. To this end, the IPPC member states have finally reached the No. 15 International Standard for Phytosanitary Measures, which is the International Standard for Quarantine Measures for Wood Packaging. As long as the wood packaging in international trade has undergone standardized pest control and labeling, it is no longer necessary to Quarantine and certification are implemented for each batch of wooden packaging; the member states recognize each other's logos, and only need to check the IPPC logo when entering the country, and there is no need to check the phytosanitary certificate. The premise of stamping the IPPC logo on the wooden package is to carry out fumigation or heat treatment according to the standard to make it comply with the regulations of the International Standards Organization. This quarantine process prevents the spread and spread of pests with plants and plant products, ensuring global agricultural security.

Therefore, if the imported wooden packaging has no IPPC logo or the IPPC logo does not meet the requirements, it does not meet the access conditions stipulated by Chinese laws.

02 Should imported wooden packaging be declared to the customs?

Analysis:

Wooden packaging refers to the wooden materials used for carrying, packing, bedding, supporting and reinforcing goods, such as wooden crates, wooden crates, wooden pallets, wooden frames, wooden barrels, wooden shafts, wooden wedges, dunnage, sleepers, linings Wait.

The "Implementation Regulations of the Entry and Exit Animal and Plant Quarantine Law" stipulates that the container, packaging and bedding materials for loading animals and plants, animal and plant products and other quarantine objects shall be declared to the port animal and plant quarantine authority in a timely manner by the owner or his agent. The "Measures for the Quarantine Supervision and Administration of Wooden Packaging of Inbound Goods" stipulates that if the inbound goods are packaged in wood, the owner or his agent shall apply to the customs for inspection.


Therefore, it is a mandatory obligation for enterprises to declare imported wooden packaging to the customs.


03 How should the wooden packaging used for imported goods be supervised?

Analysis:

The "Measures for the Quarantine Supervision and Administration of Wooden Packaging of Inbound Goods" stipulates that if the inbound goods are packaged in wood, the owner or his agent shall apply to the customs for inspection. Customs will handle the following situations:

(1) The wooden packaging that has been marked with the IPPC special mark shall be subject to random inspection and quarantine according to regulations. If no live harmful organisms are found, it shall be released immediately; if any live harmful organisms are found, supervise the owner or his agent to eliminate the wood packaging. deal with.

(2) For the wooden packaging without the IPPC special logo, the wooden packaging shall be subject to detoxification or destruction under the supervision of the customs.

(3) If it is not possible to determine whether the wooden packaging is to be marked with the IPPC special mark when applying for inspection, the customs shall conduct random inspection and quarantine according to the regulations. If it is confirmed by random inspection that the wooden packaging is marked with the IPPC special logo, and no live harmful organisms are found, it shall be released; if any live harmful organisms are found, the consignor or his agent shall supervise the removal of the wood packaging; If the special IPPC logo is not applied, the wooden packaging shall be treated with pest control or destroyed.

(4) Those who fail to apply for inspection but are found to use wooden packaging after random inspection shall be dealt with in accordance with relevant regulations, and administrative penalties shall be imposed in accordance with relevant regulations.

(5) For serious violations of wooden packaging, after reporting to the General Administration of Customs for approval, supervise the owner or his agent to return the goods together with the goods.


Undeclared imported wooden packaging has no IPPC special mark, and the customs has the right to destroy it according to law.
