"Regulations of the People's Republic of China on the Administration of Registration of Overseas Production Enterprises of Imported Food" (Order No. 248 of the General Administration of Customs, hereinafter referred to as "Registration Regulations") and "Administrative Measures of the People's Republic of China on Import and Export Food Safety" (Order No. 249 of the General Administration of Customs, hereinafter referred to as the "Administrative Measures") was announced on April 12, 2021, and will come into force on January 1, 2022. The relevant matters are hereby announced as follows:
1. About overseas production enterprise registration application and enterprise information query
(1) Log in to the registration system and inquire about the information of overseas production enterprises.
The access address of the registration management system for overseas production enterprises of imported food (hereinafter referred to as the "registration system") is: https://cifer.singlewindow.cn/, or through the China International Trade Single Window (https://www.singlewindow.cn/ ) Portal - access to the registration management system of overseas production enterprises of imported food.
Registered overseas manufacturers of imported food can inquire about their registration number and validity period in China on the official website of the General Administration of Customs or the registration system.
(2) Application for registration of overseas production enterprises.
Unless the relevant overseas competent authority and the General Administration of Customs have otherwise agreed on the application method and application materials, the overseas production enterprises of the 18 categories of imported food listed in Article 7 of the "Registration Regulations" shall be assigned their registration system by the competent authority of the country (region) where they are located. account, and submit the application through the registration system according to the process. The registration system account number of the overseas competent authority shall be assigned by the General Administration of Customs. Overseas food production enterprises other than the 18 categories listed in Article 7 of the "Registration Regulations" should apply for their registration system account by themselves, and submit the application according to the registration system process.
2. Inquiries about product categories and commodity numbers involved in the registration of overseas production enterprises
The registration of an overseas manufacturer of imported food involves the category of the product, the corresponding commodity number (HS code), and the name of inspection and quarantine (inspection and quarantine code), which can be inquired by logging in to the registration system.

4. Import declaration for overseas production enterprises of imported food
Foods destined for China from January 1, 2022 should be filled in the certificate column (license category code 519) of the "Registration of Overseas Manufacturers of Imported Foods" under "Product Qualification" of the customs declaration form in the import declaration. Registration number. For customs declaration of imported food that implements the 2020 version of the declaration project, you should select "Overseas Production Enterprise of Imported Food" in the "Other Enterprise Category" column under "Other Enterprises", and fill in the "No. or Enterprise Name" column to report the enterprise's registration in China Numbering. If the declaration is not filled in as required, the customs will not accept the declaration.
5. About registration number marking and packaging label marking
The food exported to China produced from January 1, 2022 shall be marked with the registration number in China or the registration number approved by the competent authority of the country (region) where it is located on the inner and outer packaging of the food exported to China.
The "Administrative Measures" on packaging, labeling, and labeling requirements apply to food exported to China produced from January 1, 2022; packaging, labeling, and labeling requirements for food exported to China produced before January 1, 2022 apply to the original regulations Require.
6. About the validity period of registration
The registered overseas production enterprises of imported food will continue to be valid. During the period of 6-3 months before the expiration of the registration period, a registered enterprise shall apply for renewal of registration in accordance with the relevant requirements of Article 20 of the "Registration Regulations". Enterprises that fail to apply for renewal of registration as required will be cancelled by the General Administration of Customs.
7. About the cost
The General Administration of Customs does not charge any fees for the registration of overseas production enterprises of imported food.
